At $330/sf the project earns 29.3% on cost (27.3% after about $8,000 of loan interest between completion and the last sale, which the budget leaves out), at or above the 15% target. It keeps the target down to about $293/sf, with $50,000 of cost headroom, or a land price up to $47,000.

Residual land value: $530,000 sellout − $13,000 selling/closing − $402,843 hard, soft, contingency and financing − $67,435 target profit (15% of cost) = $46,722. Land source: Public land: price set by the agency; agency and private vacant-land sales, 2019-02 to 2026-08.

Contingency in the budget: 10% of hard cost, meets your 10% minimum. At your 75% maximum loan-to-cost the loan is about $290,000 and the equity needed about $110,000. The budget's loan assumption (80% of cost) is above your maximum; lower "Loan-to-cost" under "Change the plan" on the parcel page to match.

Seller's half of the realty transfer tax, 2.5% of the sale price. Sales commission: not included (often 5–6% if listed with an agent); add it in the budget if you sell through a broker. Includes a construction loan of 80% of cost at 8%, interest-only on the drawn balance (Prime 7% (2026-09-21) + 1.0 point (assumption, edit me)). How we got these numbers

Yes: it costs about $400,000 and would net about $520,000 after selling costs, a $117,000 profit (29.3%) before about $8,000 of loan interest between completion and the last sale ($109,000 after it).

Ranges come from each input's documented range; the “likely” figure uses the defaults. Rent to the nearest $50, sale price to $5,000 a home, cost lines to $1,000, totals to $10,000 — the math uses the rounded numbers. The profit (or gap), margin and yield ranges combine the cost and value ranges as independent uncertainties: each side moves by the square root of (value change² + cost change²), so a low value is not paired with a high cost.

This layout is small for new construction nearby: 804 vs 2,095 sq ft typical per home. The value assumes a home this size sells for the same price per sq ft.

New-construction comps: 6 sales within 2 mi · median $710,000 · $331/SF · 2,095 sq ft · built 2019–2023 · sold 2024-02-23 to 2026-06-26

Rule: sales in the same neighborhood (or municipality) when it has 5+; otherwise sales from areas in the same market tier or lower (never a richer market), else the nearest by distance; widen until 8, keep the nearest 12; drop sales beyond 1.5× the middle-half spread of $/SF. Market tier: East Liberty existing homes sell for a median $228/SF; comps were limited to areas priced the same or up to 35% lower ($148–$228/SF existing-home median; Assumption, edit me; never a richer market): East Liberty, SHALER, Stanton Heights. New homes sell above existing-home medians, so the comps' own $331/SF is above this band; the band compares neighborhoods, not the comps' prices. Size: too few sales within ±40% of the planned 804 sq ft, so all sizes were used. Result: 6 sales from the areas in the same market tier or lower, nearest first, in East Liberty, SHALER, Stanton Heights; median $331/SF, middle half $304–$356/SF.

Older homes nearby sold for a median $206 per sq ft (23 sales within 0.25 mi). That is a floor, not the value of a new home.

Zoned R2-M. New buildings, additions, and changes of use need zoning approval.
Sources: City of Pittsburgh Zoning Districts
POSSIBLE
Contextual setback determination (Zoning Administrator)
R2-M lets the front setback follow neighboring buildings (§925.06). Useful when the 30 ft standard doesn't fit; comparing neighbors needs building footprints; confirm with the Zoning Administrator.
Sources: Pittsburgh Zoning Code §925.06; Pittsburgh Zoning Code
POSSIBLE
Paper street vacation (DOMI right-of-way vacation)
Unopened-street data isn't loaded yet.
POSSIBLE
Registered Community Organization meeting (City Planning / RCO)
Required only if the project needs a public hearing (variance, special exception, conditional use) and meets a size/type trigger. RCO here: Village Collaborative of East Liberty.

REQUIRED
Variance (Zoning Board of Adjustment (hearing))
Variance for parking: fewer off-street parking spaces than the code requires (2 required, 1 fit); a parking reduction under §914.04 may apply instead (Pittsburgh Zoning Code §914.02.A (parking required); §922.09 variances (confirm)).

Can you build here?

Yes, a duplex is allowed by right, but the parking per unit needs a variance (3-6 months to a building permit, review time only).

Does it pencil?

Yes: it costs about $400,000 to build and would be worth about $517,000, a $117,000 profit (29%).

$517,000 value minus $400,000 cost = $117,000 left over.

This layout is small for new construction nearby: 804 vs 2,095 sq ft typical per home. The value assumes a home this size sells for the same price per sq ft.

What's in the way?

A variance is needed for the parking per unit (the Zoning Board granted 73% of 15 past requests like it).
The layout is small next to new homes that sold nearby, so the sale value is uncertain.
2% of the lot is steeper than 25%; the buildable area inside the setbacks (827 sf) is smaller than the smallest duplex footprint (896 sf).

What next?

Apply to the Zoning Board for a variance on the parking per unit.

Time to a permit

3-6 months Estimate

Building-permit review only (plus any zoning hearing this option needs); zoning review, site-plan, geotech, PWSA and DOMI steps are not included.

Building-permit part: the City's review target for one round (City target, not measured). Each revision request adds time.

44 building permits waiting for City review (as of 2026-09-21).

building permit: City target 21 calendar days per review round (City target, not measured)
dimensional variance: ~1.2 mo (heuristic)
decision to permit after a hearing: ~2.3 mo (ZBA record median)
